A program evaluation is a type of performance audit conducted to determine how well a program works. An evaluation is intended to assess and improve a program’s development, implementation and effectiveness. Program evaluators employ systematic procedures and guidelines to determine the effectiveness of a specific program. A program evaluation may also be referred to as a program performance assessment.

Programs are intentionally created and designed for the achievement of specific results, such as improving literacy or reducing workplace accidents. An evaluation of a program thus examines how well the program is performing to achieve its stated goals. Program evaluations that take place during the progress of the program may result in modifications to the program in order to make improve the program's performance and chances of success. The four main types of program evaluation are process or implementation, outcome or summative, impact, and cost-benefit or cost effectiveness. Information gained from a program evaluation may also be used to justify further funding or expansion of a program.
